創立初期，推展農務。本會緣自民國八年，由於本鄉產業茶葉滯銷，又逢物價波動，民不聊生，鄉民四散求稼。當時的台北支廳長工藤清先生，及坪林尾區長陳永娛先生，鑑於經濟現況，認為有建立金融機構的必要，於是籌組坪林尾信用組合，於民國九年二月廿五日成立，官定陳永娛為組合長。民國卅三年新店與坪林間北宜公路通車，由於
