敦煌藝術中心，1983年，畫家洪平濤為提供中青藝術家發表的園地，以經營者、推廣者的角度創辦了敦煌藝術中心，走過臺灣經濟發展的八十年代，文化多元鼎盛的九十年代。除了致力於藝術產業經營外，並開辦敦煌學苑，首創民間藝術研究及欣賞的講座，開創藝術流行風潮，並出版敦煌藝訊，開設藝術網路拍賣。同時以美術史的眼光整理中國油畫史，重新發掘湮沒於時代動亂中傑出的藝術家。
