冬勝於今年8月1日接任三軍總醫院北投分院院長，這家超過百年的醫院正朝向「軍陣精神醫學」、「國軍自殺防治」、「整合全人照護」、「深耕療育社區」等多元化特色發展，以不負軍民對本院的期待。本院為衛生福利部評定優等醫院及合格之精神專科教學醫院，秉持提供「健康的國軍」為服務宗旨，再國防醫學院、三軍總醫院的指導下，以「病人為本、全人關懷的國軍精神醫療中心」為營運願景，平時服務一般軍民醫療作業，戰時則服庸作戰區指揮，負責動員民間醫院及整合醫療資源，以因應各項任務。冬勝在此衷心期盼全體同仁能凝聚向心，謹遵局長勉勵以「崇法務實、依法行政」的態度，以「人和才能政通」為方向，再創新猷。上校院長 曾冬勝 中華民國一○四年八月一日謹誌
