財團法人宜蘭人文基金會董事長 陳錫南，自2011年日本福島核災後，積極反核、謀略廢核、獻策解核、面對核廢、落實除役，為營造非核家園契機，舉辦民間國是論壇，設立非核影音網之NONUKE TV，發行宜蘭人文電子週報，倡議：堅持露天乾貯不可行，改採室內金屬護箱系統，反對核一1號機重啟，天然氣電專業區，岸置與陸域風電縣市主導區民入股，於106年5月3日以非核家園推動小組委員身份，出席行政院會議，獲選任“行政院非核家園推動小組”副召集人乙職，
